As the European champion in gaming, FDJ UNITED makes responsibility a central pillar of its strategy. For over twenty years, the Group has acted to ensure that gaming remains a controlled pleasure, developing innovative actions to prevent the risks associated with excessive gaming, protect minors, and support vulnerable individuals. Its responsible gaming policy, certified at the highest level by the European Lotteries Association since 2009, is recognized internationally. With the “Safe Play” program, FDJ UNITED takes a new step: a global and ambitious commitment, deployed across all its markets and brands.

RESPONSIBLE GAMING CERTIFICATIONS

A high compliance level

First obtained in 2009, FDJ’s Responsible Gaming certification by the European Lotteries Association (with equivalence from the World Lottery Association) has been renewed five times: in 2012, 2015, 2018, 2021, and most recently at the beginning of 2025, with a maximum compliance level of 100%. Maintaining this highest level of certification, based on audits conducted by AFNOR, highlights the quality of the Group’s Responsible Gaming policy.

The “Safe Play” commitment program with FDJ UNITED

 

FDJ UNITED is committed to offering its 33 million players in Europe entertaining and safe gaming experiences. Gaming is not an activity like any other: while it remains recreational for approximately 95% of players, it carries risks for some. To ensure gaming remains a controlled pleasure, it must be supervised and practiced responsibly, guaranteeing a positive and lasting impact. 

To prevent addiction risks and underage gaming, FDJ UNITED acts through: 

  • Awareness campaigns representing at least 10% of advertising budgets. 
  • Tools to help players control their gaming habits. 
  • Detection and support for vulnerable players, with referrals to support organizations in France and internationally. 
  • Training for partner retailers on obligations and best practices. 
  • Strict enforcement of the ban on underage gaming, through checks and mystery visits. 
  • Support for research and partnerships with specialized organizations (SOS Joueurs, CrésusSpelfriheten, etc.). 

 

With “Safe Play,” FDJ UNITED establishes a common and ambitious framework to strengthen player protection at every stage. Launched in January 2026, this program acts as a true label, uniting all our actions and communications around responsible gaming. All our brands—FDJ, ParionsSport, Unibet, ZEturf, etc.—will adopt this identity to speak with one voice. More than a one-off campaign, Safe Play becomes a new, lasting standard, designed to raise awareness about prevention and processes to all audiences.
 

A PROACTIVE PLAYER PROTECTION STRATEGY

A responsible gaming policy built around three priorities

PREVENTING UNDERAGE GAMING

FDJ UNITED acts to better enforce the law prohibiting gaming for minors. 


Raising awareness about the ban on underage gaming is essential to protect younger generations from the risks associated with gaming. Studies show that the earlier one starts gaming, the higher the risk of developing excessive gaming behaviors in adulthood. Informing the public, raising family awareness, training partner retailers, and strengthening controls at points of sale are essential levers to limit minors’ access to gaming. Regular checks are carried out at points of sale, notably through mystery visits, and a system of sanctions is applied in case of non-compliance with the law.

COMBATTING EXCESSIVE GAMING

Thanks to advanced detection tools, personalized player support, and the mobilization of its entire network of partner retailers, FDJ UNITED establishes itself as a reference operator in responsible gaming and is committed to protecting all players by promoting controlled gaming practices. 


From design to sale, every new game undergoes a thorough analysis (rules, design, etc.) to assess and limit the risks of excessive gaming. To help players stay in control, FDJ UNITED also offers tools such as gaming limits, self-assessment tests, or self-exclusion. Awareness messages about the risks of excessive gaming are always broadcast on the Group’s websites, apps, and points of sale. 

DETECTING AND SUPPORTING VULNERABLE PLAYERS

FDJ UNITED also deploys monitoring systems for detecting and supporting vulnerable players. 


For over ten years, the Group has strengthened its system: training all employees and partner retailers, and creating a team of more than 25 people entirely dedicated to responsible gaming. 
For example, the Group has implemented a proactive approach of telephone calls to the most at-risk players, aiming to discuss their gaming habits, remind them of available control tools, and, if necessary, refer them to partner support organizations. More than 25,000 outgoing calls were made in 2025

INFORM AND PROTECT

Prevention

To prevent is to act before the risk appears. With “Safe Play,” FDJ UNITED raises public awareness to prevent underage and excessive gaming. These prevention actions are accompanied by ongoing retailer training and the provision of moderation tools for all players, to help them maintain control and make informed decisions

Detection

Identifying risky behaviors before they become problematic is one of the commitments of the “Safe Play” program. 
Thanks to its online detection capabilities, FDJ UNITED can intervene automatically or personally depending on the risk level. At points of sale, partner retailers are mobilized to spot potentially vulnerable players and facilitate their support. 

SUPPORT THOSE IN NEED

Player support

As part of the “Safe Play” commitment program, FDJ UNITED is committed to providing personalized follow-up for players identified as vulnerable. For over ten years, the Group has trained and mobilized a dedicated internal team to contact vulnerable players and refer them to partner support organizations. These actions contribute to concrete and lasting protection for at-risk players. 

TOWARDS AN EVER MORE RESPONSIBLE GAMING SECTOR

Ongoing dialogue with the Research Community and Civil Society

Over the years, FDJ UNITED has strengthened and clarified its approach to responsible gaming, notably through continuous dialogue with stakeholders: addiction experts, researchers, psychologists, civil society associations, academics. 
Once a year, the Group organizes the “Sustainable Gambling Conference,” an event aimed at bringing together experts and testimonials to collectively build an ever more responsible gaming industry.
