Protection of vulnerable audiences and young people from gaming and betting remains a major issue in public debate. At FDJ UNITED, we place it at the heart of our responsibility, in line with our purpose.
At FDJ UNITED, we recognise that gaming and betting are not ordinary leisure activities. It must remain recreational. While this is the case for nearly 95% of players, gaming can also present risks and cause serious harm to the most vulnerable. It is for them — and with them — that we act every day.
Our industry is changing, and with it our responsibility. Gaming is evolving: accelerated digitalisation, artificial intelligence… These are opportunities, but they also bring new risks of vulnerability.
Another major challenge is the increasing proliferation of illegal online offerings. These offerings, accessible in just a few clicks on search engines or social networks, are completely unregulated. They expose players to major risks. We must act to ensure that players remain within a regulated, secure and responsible environment where they are protected.
In this context, we have a unique responsibility: As France’s leading operator — and now a major European player — FDJ UNITED aims to promote its responsible gaming model. Safe Play embodies this ambition: a unified framework of standards, shared across all our activities.
Our commitment is not new. For more than two decades, we have built an approach based on dialogue with the health and social sectors and civil society: addiction specialists, researchers, associations, those with lived experience, and more.
These ongoing exchanges have enabled us to continuously adjust our practices, correct what needed to be corrected and improve our systems with humility. Because preventing risks is not just a matter of complying with the law or displaying a warning banner. It means integrating prevention from the design stage of our games right through to them being consumed.
Safe Play is built on a simple principle: protecting players at every stage of their journey. Structured around three pillars — prevention, detection and support — this programme is based on concrete commitments, deployed across all our brands and markets, and unifying all our actions under a single voice.
Every new game undergoes a rigorous review process. Rules, design, risk factors linked to game mechanics… are thoroughly analysed to assess and limit the risks of excessive gambling. Our most innovative offerings are also submitted to external experts in prevention and addiction for consultation.
We also devote at least 10% of our advertising investments to prevention messages. Why? Because gambling involves risks, and it is our responsibility to clearly inform the public. Our campaigns complement those – without replacing – those of health authorities.
We also train our retail partners in France and Ireland to ban underage gambling, supported by a system of controls and sanctions in case of non‑compliance.
Our approach combines digital tools with human support: betting limits, self-assessment tests, moderators, and – when needed – personalised telephone, support in play messages, a range of control tools, near real-time monitoring of player behaviour.
In 2025, more than 25,000 outbound calls were made to support the most at-risk players: a proactive and essential action that we continue to strengthen.
Because responsible gaming is not optional. It is essential to protecting players, combating illegal offerings and ensuring a transparent and secure environment.
Safe Play must become a trusted standard, recognised by all: players, partners and institutions.
It reflects a long‑term commitment, fully aligned with FDJ UNITED’s purpose: promoting safe and entertaining experiences.

At the Sustainable Gambling Conference 2025, Mark Johnson, Senior Principal at Frontier Economics, presented an in-depth analysis of the scale, characteristics, and risks of black market gambling in Great Britain. His session examined who uses unregulated operators, how they access them, and what current data reveals about behaviour in a changing regulatory landscape.
